As far as I know, there is not unless you are calling the report from
another windows or ASP.NET application, that can manipulate the
underlying XML in the RDL file at run-time (which I would think is
possible). Hope this helps.

I agree with Enrique that the control/reportitem position is statically
defined in report definition file(rdl). If you want a flexible report
rendering which can let you programmatically do some customization on the
repot layout, you may consider host the server-report or use client report
in an external application(such as the ASP.NET web application or winform
application):
